Pakistan is heavily dependent on aid, although the government has a long history of misdirecting aid payments. Aid intended for major projects has regularly been used to fund the current account deficit, and regional governments have failed to match agreed funds on joint projects with overseas agencies. In 1990, the USA cut off aid in response to Pakistan's refusal to halt its nuclear program. Chief multilateral donors are the World Bank, the IMF and the Asian Development Bank. In the USA's absence, Japan and Germany are currently the main bilateral donors.
